You'll likely find that any inspection-types you talk to will say either "just do whatever the code says", or as you've already mentioned "it's up to the designer".
If the vent is sized correctly, and the tank can't be pressurized, I don't think it needs to be a pressure vessel. Check with the local code authority and see what they say, though. That's always fun - talk to 2 different inspection people about the same question and get 3 different answers.
