Is it a tank sizing problem, a make-up supply problem or a pump head/capacity problem? You likely don't get a lot of condenate returned from the applications you desribe. Where I've seen problems like this, the feedpump head had been incorrectly selected to match the boiler pressure. It could push just enough water into the boiler to meet the requirements at low load, but as soon as the demand hit, it couldn't do it, and the bioler tripped on low water.
