Is it possible to run waste heat from your cogen boiler flue gas to your backup boiler furnace? If this were feasible you would be able to keep your backup hot while maintaining the same volume of stack emmisions.
Don't try and force your boiler on line in 15 minutes or you won't have a boiler anymore. It is also dangerous.
