If you want to preheat your make-up water I would suggest using your boilers continuous blowdown through a shell and tube heat exchanger. I don't know if you flash the continuous blowdown to an medium and/or low pressure header but if your low pressure header is at 50 psig, for example, this is 300 deg water on its way to sewer. You could recover some of this heat by preheating incoming make-up to the DA.
