I am not a professional water treatment guy but I used to be years ago. I have not heard of silica scaling in industrial boilers. Where you must worry about silica is in power boilers where the steam is going through a turbine. Silica as a dissolved solid has a vapor pressure and some will go out of the boiler with the steam. When this hits the turbine (ie:pressure drop) the silica can glassify on the turbine blades causing problems.
The only way to remove silica from the water that I know of is an RO (reverse osmosis) system or a demineralizer.
