perhaps it is carbonate lyer on the fire side of boiler

our is a two drum bent tube water tube boiler,fitted with rotry cup burner and we burn heavy fuel oil, on inspection of the combustion chamber water walls & also economiser tubes i have seen a uniform thickness of white layer , which looks me like the layer of perhaps carbonates of calcium or magnasium. but the question is that how this layer is possible on fireside? or is it some other thing that i could not identify? .
please help me in over coming this blindness.
