An accumulator will only stop the surging if you've got a peak load that's greater than the boiler capacity. Does the boiler pressure fall a lot with a peak demand? Does the boiler water only bounce around during these times? Be careful of water content in an accumulator. It many jurisdictions, the accumulator water gets added to that of the boilers for the purpose of rating the plant.
Look at the cheap & easy things first. Check your boiler water TDS, make sure that no oil has found it's way into the boilers, and verify that the steam piping & header arrangement are correct.
