Steam could be forcing its way through the calcium deposits to coome out a crack below, but the crack may be tight enough not to flow water, the steam could be coming from above and forcing its way to a jacket opening below, the crack could be at the water line and come out the jacket below. There are many possibilities, but the answer is the same, the cracked section(s) need replacement.
