I don't know of any PEX that's:
A/ Rated for steam temperatures.
B/ 1-1/2" in diameter.
I suspect that your boiler pressure is running high, because with the 1-1/2" line capped-off, your boiler is now (temporarily) way too big for the connected load.
You've got to get that 1-1/2" steel line back in.
