steam radiator

I recently bought a house with a steam heating system that is about 50 years old. All of the radiators on the first floor appear to have been replaced to base board but the upstairs have the older radiators. One of the two works great but the other did not heat up when I moved in. I unhooked the radiator from the pipe and drained some water from it and replaced the valve. The problem is I have to leave the vavle totally open and take the valve off to dump water of it. When the radiator is heating up, you can hear the water gurgling in the valve. Should I replace this radiator? thx
