The deaerator operating pressure is 6-7 psig, the vent is a 1" gate valve with a 5/32-inch hole drilled in the gate, and the valve is shut, allowing a plume of 18-24" of vapour. Ideas, please?

Could be that the atmospheric vent pipe has a break in it between the top of the spray valve plate and the top head of the de-gassifying section. This would cause incoming water to short-circuit out the vent in the form of slugs of water.
