1) One of the things that quickly comes to my mind is perhaps the steaming rate is to high and the water is whisling through a short economizer causing a flow vilocity problem.
2) Are you using treated boiler feed water?
If not what are the concentrations of particulate in the water?
3) What is type of metal is being
used in the economizer?
4) How dirty are the tubes is the economizer due to untreated boiler feed water creating a insulating barrier between the boiler metal and the water overheating the surface of the metal, this is most likly not a cause but I thought I would throw it in just the same.
