The steam heating system is by its nature inefficient. It is time to replace it with a modern system. The controls to make each unit zoned with the existing steam system is prohgibitive.

Direct vented gas furnaces, PTAC units are an option. You will not have the same quality of warmth with them, but they are more efficient.

A more efficient and comfortable, though more expensive alternative is to install direct-vented, small gas boilers with baseboard for each unit individually.
