The purpose of a basic flame scanner is to verify the existance of a flame.
A flame safe guard system uses the signal from the flame scanner to tell it when
it should shut off the fuel supply and purge the combustion chamber because there is no flame.
It also will prevent startup if it detects a flame when there shouldn't be one(as in an idiot trying to fool the flame scanner with a lighter)
The main benifit is that in combination with a flame safe guard system it can prevent a fire side explosion.
