The revised regulations (first overhaul in decades) that have just come into force in Ontario that cover boilers (among other things) doesn't specifically ban magetic water treatment devices. However this is what it says:

"41. A registered boiler shall be provided with water conditioning services that meet the analysis and treatment recommendations of the boiler's manufacturer and that are provided by the plant operating staff or contractor based on a scheduled procedure that it logged."

All the magnetic & ion stick guys have to do is A: get a boiler manufacturer to specifically identify their devices as approved for use on their boilers, and B: devise a test procedure that can verify that the unit is functioning as intended, and allow the results to be logged for review by the inspector. I think that the chances of either one of these happening (let alone both) is pretty slim.
