It's bicarbonate alkalinity in the make-up water that breaks down into carbon dioxide under boiler conditions. The free CO2 gets carried over with the steam, and dissolves in the condensate. Like Vern said, you can hit it with amines. You can also consider installing dealkalizers with your softeners. Dealks won't solve the whole problem, but they will drastically lower the amine usage.
