Using the heat loss method you can calculate the boiler efficiency but you will not need steam flow, however, you will need more information than what you listed.
You will need:
the steam pressure and temperature,
the feedwater temperature and pressure,
combustion air temperature,
O2 leaving the boiler,
Flue gas leaving the boiler,
Fuel analysis,
This test method is available as part of PTC 4.1 through ASME.
