Canada has a standardized Power Engineering curriculum. You may wish to contact SAIT (Southern Alberta Institute of Technology) in Calgary Alberta. Possibly, the content of this course would be what you require.
They have an internet site.
Other useful web-sites would be SOPEEC and IPEC - the organizations that work in Canada developing our curriculum.
To be sure, though, I would suggest you first contact the licencing authority in the State of Maine for some sort of exam syllabus.
