The service person closed the valve because he is too young to know what service people did 40 years ago. They adjusted the valve to SLIGHTLY more closed so less cold water mixed with the hot. He could have suggested a tempering valve arrangement. The new gas water heater is a better alternative.
After shutting off the water supply while working on the boiler; disconnect the water pipes that make the hot water from the boiler and leave the cold water feed for the boiler.
Turn the low limit control way down so the boiler doesn't make hot water any longer, but does let the boiler stay a bit warm in the fall and spring. Shut the boiler power off when the heat isn't needed.
