The relief valve is weeping that is supposed to keep water in until the pressure is getting high enough to cause damage. Either the pressure is close to being too high, or the valve isn't sitting correctly to keep a seal.
Call for repairs, as there is less safety, and the fresh water that is making up for the loss out the pipe has fresh oxygen in it to eat up the metal fast.
