Prices are whatever they are quoted and accepted. There is no price-fixing agency to regulate them. It's not like walking into a store and seeing sticker prices on items; it is all custom work. It would be similar to asking someone to build a custom cabinet as to pricing.
$4000 isn't far out of line for such work. Installing a Hartford Loop shouldn't be a mystery for any competent plumber, as the dimensions and drawings are part of the Burnham istallation instructions that come in the box with a new one. A plumber can follow the instructions to do a good job, the rest is connecting the new piping to the existing heating pipes overhead and getting new vents.

If you go to that page, you can print out the manual and give it to whichever plumber you like to tell them to do it 'LIKE THIS!'
