Holding the relay in has been known to damage the safety relay timing, requiring a replacement of the safety relay.
However, there is no guarantee a new relay will solve the problem, as there has been no statement from you that the burner was set with a combustion test kit. Maladjustment of the air/fuel ratio or stack draft can produce a similar problem.
