The AFUE efficiency of condensing boilers drops as the temperatures of the water rise above 150F as they go out of condensing mode. A way to get the full efficiency is to have twice the usual baseboard - in other words - design the radiation so it is enough to give off the maximum required room heat at 140F. Then the boiler remains in condensing mode as with floor slab heat.
