Another opposing point is that an atmospheric burner becomes less efficient as you reduce the input. There is no air shutter as with a modulating power burner to keep the air/fuel mixture the same through the passages. A reduced gas input also means more bypass air in the passages, which can reduce the combustion efficiency through the boiler. It isn't possible to improve the efficiency of an atmospheric burner by merely reducing input. If the burner was over-firing and needed reduction, - possibly,
