I suspect the pressure is set too high over 1 psig, the necessary pressure for a home
AND the vents are vacuum vents, and the burner is smaller than necessary.
There certainly is no reason to have expected that a low water cutoff that worked needed to be replaced.
In other words, you need a dependable pro to go in there to determine what you haven't said to get a start as to where the problem is. There is no single magic bullet that takes one minute to get exactly the cause.
