Rising only to the teens indicates that the expansion tank is already larger than necessary
OR
the gauge is broken. Make sure it isn't by using a know-good gauge off the boiler drain valve.

A 'normally' sized expansion tank would allow the gauge to rise to about 22 lbs at most from 12-15 psig.

I don't know why the pressure is only 3 psig to start with, that is 'abnormal' to start, unless ALL the piping is LOWER than the boiler.
