no steam vents on radiators have to keep bleeding

installed new boiler, on this old house I have no steam vents on the radiators, could there be holes painted over. I have to return alot to bleed the little nuts on bottom of each radiator return. do i have to have steam vents on each individual radiator or could it be set up another way?
