BP measured at burner inlet at full rate only 1.9mbarg (manual suggests should be around 4mbarg). Adjusting load setting makes no difference to BP. Adjusting BP and ignition rate on gas valve does not increase/decrease burner pressure or increase/decrease flame height. I am thinking gas valve fault.
If adjustment doesn't adjust to factory specs it could be a bad gas valve or it could be a restricted gas line. Use a manometer to measure inlet and outlet gas pressure of the gas valve. There should be at least an inch of gas pressure on the inlet higher than the outlet to make sure there is no gas line restriction.
