The flame looks good, but without pressure measurement to assure the right factory design pressure as on the label and CO testing to know if it is burning right, there is no assured way to adjust the flame to stop the problem.
It might be that the burner is in a location with something flying through the air to make ash, like pollen, grain powder, etc.
