As steam boilers are inherently inefficient due to having to reach 212F or more before making heat on EVERY cycle, manufacturers have a hard time coming up with enough efficiency to reach 78% minimum AFUE ratings, especially with coal which implies fly-ash, so coal boilers tend to be larger for commercial sizes.
