how do I operate a Heat Exchanger

I have a Simplex Van Wert Heat Exchanger on my oil furnace anbd I have no idea how to work it or what it does. I know that it needs to be plugged into an outlet and there is a knob that pulls out and in. It says "Fuel Saver" on it but how does it save fuel?
