You are describing the expansion tank of an ancient gravity system. The tank would be kept full by watching the level and filling by hand in the old days. Look inside the tank if possible to see if a float valve fills the tank. When the tank has water without overflowing that means the system is full; that is a simple a system as a full glass of water. Very often a pipe near the top spilled over into a tub or an eave to prevent flooding the closet.
