boiler & circulator settings

I have an oil boiler that supplies hot water to my radiators and would like to know the proper settings for the water temp of the boiler (high and low end) as well as the high and low settings for the circulator. I only have the heat going on for the evening hours and was told to keep the water temp low to keep the boiler from cycling off and on too much. Is it better to keep the house a constant temperature or keep the thermostat low all day. I do not understand how this system works...
