Flow through the baseboard depends upon the restriction in the diverter valve and the amount going through the main. Lower flow would be more often in the longer baseboard in the loop due to the restriction of the piping length. Check to see if there is a 20F temperature difference or less in that circuit from beginning to end. Any more and there is a flow problem in the main.
You might increase the pressure in the sytem to 20 psig temporarily to see if any trapped air can be compressed to allow better flow. If the system is truly at the right pressure and no air bubbles, a cause would be a restriction due to dirt, which is a difficult situation.
