Ideal Mexico RS40...the lights are on, but no one's home

I have an RS40 which has stopped producing hot water and heat. The pilot light is lit and switching the boiler to constant using the controller causes a low hum to be heard (can't locate the source) but nothing happens. The boiler doesn't light and the thermostat control (rotary dial, 1-6 and off) also has no effect.

Any ideas?
