choosing gas boilers for 4 apts in building

Exclude hot water. This may be supplied by Takagi instant hot water maker.

I am converting from oil to gas, for 4 apts. each has a heat loss of about 70K btu. Should I use a Takagi instant hot water maker for boiler use for each apt, or should I use a boiler? If I should use a boiler, which one would be good? thanks
