IMO no. You also want reliability. You can tweak a burner to get to 14% CO2 or so, but then a breeze outside that changes the draft can get you smoking in no time. Settle for a reliable fire at at the best efficiency setting you can get.
Don't confuse combustion efficiency with AFUE. Combustion efficiency can increase the ability to make heat at less cost; but it is never increasing AFUE, as that is a purely test condition in a laboratory. Adding insulation will keep more of the heat inside the boiler to be used on the next cycle; but it is a very small improvement.
