Steam systems are not usually new, so the wiring to them is often as old as the first boiler that used a thermostat. Twisted unsoldered connections, undersized wires, bad connections, dirty terminals, etc., can make undependable control. Old gas controls are often powerpile, which can not afford bad connections.
