Have the restrictor put in place. See if the piping at the coil is as shown by Weil here on page 19:

Have the tempering valve repaired or replaced.
There is no reason a clean coil that can flow as much as you use would not make the water hot except some piping or control problem. Set the high limit at 210F and the low limit at 190F with a 20F differential.
