I don't think you're going to find a modulating boiler that's non-condensing. Firing at a lower rate will create a lower stack temp and create condensaton in the flue. A few boilers like the Burnham revolution were non-condensing by using built in bypass, but's it's a very pricey boiler. Why bother modulating? Just get the outdoor reset and a condensing boiler like the Dunkirk Quantum.
You'll get almost 90% efficency and the flue condensation will not hurt the alumuminum block and save money over the higer end modles. NY Thermal's Trinity boiler is also less costly.
