As you give more information, you can get different scenarios. When you have more than two zones, you can have multiple-overlapping demand. When you have one zone calling for heat, you have only PART of the radiation emitting heat, so the water temperature goes higher than if the baseboard was matched to the boiler output. when another zone calls for heat, this happens again. After a while, the water temperature is up to the max. It would be more controllable if you add an outdoor reset control so the water never rises much more than is needed due the weather outside.
