As most oil boilers manufactured for the American market come from the factory between 84 to 87% AFUE efficiency, there is little difference other than manufacturer price. To go over 87% AFUE, they have to allow the boiler to condense and only European boilers are made to do so, such as:

There will be little difference between boilers as to what remains to go up the chimney.
Manufacturers' marketing managers have used the EFFICIENCY inprovement promotion for so long now over the past 40 years that they have difficulty abandoning it as an advertisers excitement. The installers haven't a clue, so they repeat old info.
