Ideal Mexico Super RS40 boiler

Hi

Ideal Mexico Super RS40 boiler (with header tank in attic), installed in a 2 bedrom bungalow, is giving hot water but the radiators are not working.

The room stat is OK and the mains supply to it is present. I suspect the circulating pump or the valve, but I can't locate either of these!

Surely the system does not function without a pump or control valve?

Any suggestions?
