The thermostatic valves are replacements or inserts into the shut-off valves, not the steam traps. It can make a room cooler by automatically turning down the steam based on the room temperature. It cannot make a cool room warmer. However, if less steam is going to the rooms where it is hot, it goes to follow that more is available for the cold areas.
