If you want to minimize the up-front cash outlay, then stay with steam. If the steam system hasn't been butchered, it shouldn't take too much to make it work properly.
Be VERY careful when replacing the boiler. Lots of seemingly minor details can come back to bite you if you're unaware. Has your plumber friend got any (successful) experience with steam? There's more to it than just putting pipes together. Steam piping is altogther different from running water lines.
