*** The cross-over pipe is most likely the culprit now. The cross-over pipe should have a valve to adjust the flow through this bypass. There must be enough water flow in the system to heat all the radiators. It is possible the bypass allows too much water to cycle locally without forcing enough water to the radiation. The design is not a problem, but adjustment is in order.
