Info on late 1920s American Radiator Company "Arcoflash" system

I'm familiar with steam heating systems, but this monster has me puzzled. I think it may be a water system as there's no boiler tank, no sight glass and the radiators have no air valves.

Have searched the web pretty extensively to try to find basic info (servicing, etc.) but no luck.
