If you jumper the T and T terminals on the RA832A relay, the relay should close. However, an RA832A transformer must pass one leg of the terminal through the relay coil to operate, so it might not also provide enough power to the thermostat. Try swapping the wires on R and W on the thermostat. You might need a separate 24 volt transformer to provide thermostat power.

The L40 control is probably there to act as a high limit and circulator control.
