There are still excellent coal fired steam boilers made in Turkey for very cheap prices but you will have to deal with the shipping.
See Timsan Boilers at www.timsan.com.tr. They make a 35 KW ( 120,000 btu or 373 EDR is their smallest size.) You might try Aktes Boilers at
www.aktes.com/. They made a vast array of coal boilers. They make a 1000EDR boiler( 317,000 btu/hr gross) for about $1500 not including shipping.
