An outdoor reset control could modulate the boiler water temperature with the outdoor temperature. The control can be set to permit the tenants to move their room temperature up a few degrees with their thermostat, but not drastically, so there would be far less waste of fuel. The control can be installed near the boiler in a lock box with remote sensors for the outdoor temperature and water temperature. It is far less expensive to install this control than replace boilers, so give it a try first.
